Unless the car manufacturer supports such a key, it is not easy. Probably such keys may already be there for luxury cars.
The key proposed here has to employ some cheap but smart methods to gather the data it shall keep. Just keeping the odometer will be enough to start of with - a first version.
The maximum price for such a device has to be <30$ for mass appeal. I believe rent a car companies will be dying to have such a device because that would reduce their labor cost and bring them better control over the odometer which actually is their source of revenue.
