Recker is a webapp that helps capture requirements over a distributed team. Even better, it enables people to track the changes over the requirements so they can effectively maintain a product.
Recker wants to be as extensible as it can get, and would eventually support mapping requirements to a SVN repository, tests, so that you know what part of your app is useful.
