It should be nice and very useable, should be able to display stats about the learning database. It can be based on an existing rss aggregator (liferea, straw,…) and bayesian filter (ex: bogofilter, reverend, etc.). It should be very easy to install.
It must be cross platform and open-source.
It can be released as a plugin for an existing aggregator.
It should do some parsing of the rss feed to extract relevant data for the bayesian filter.

hm, i’m doing somewhat more sophisticated thingie with similar idea. but i like to see people are interested in such stuff
You can actually already do this by giving your lifestream data to Engagd API and getting filtered versions of your RSS feeds.
Also any existing feed aggregator can add personal relevancy filtering by plugging into the Engagd.com API.
Yes, engagd seems to be a much more elegant solution to this problem
